CALL TO ORDER

Chair Kehoe called the meeting to order at 8:10 p.m.  He announced the exit locations in
accordance with Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.

The Chair commented on the historic significance of today, being the Inauguration of Barack Obama, the 1st African-American President of the United States.  Also, Chair Kehoe called for a moment of silence to honor the life of Angela Tierinni, a former member of the East Hartford Board of Education and the East Hartford Democratic Town Committee.  Mrs. Tierinni cared deeply about the education of the town’s children and will be dearly missed.  


OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS

Pasquale “Bud” Salemi, 17 Pheasant Lane, East Hartford Democratic Town Chair, thanked the Chair for remembering the life of Angela Tierinni.  Additionally, Mr. Salemi fully supports the twenty-four Democratic appointments to various boards and commissions and praised all appointees, both Democratic and Republican, for their selfless dedication to the town.  

Mayor Currey (1) received numerous positive comments on the plowing of the town’s roads and thanked the employees of the Public Works Department for a job well done; (2) announced the reopening of Kentucky Fried Chicken at 298 Burnside Avenue, the opening of both the Wachovia Bank at 18 Main Street and Dr. Yetka’s building at 478-484 Burnside Avenue.

COMMUNICATIONS AND PETITIONS

Presentation by Tolland Automotive and Premier Martial Arts re: Protective Vests for the
East Hartford Police Department – K-9 Division

Mayor Currey introduced Rich Kohler from Premier Martial Arts and George Fellows from
Tolland Automotive.  Mr. Kohler recounted his experiences with the East Hartford Police
Department through K-9 Officer Stephen Grossi and K-9 partner Odin.  Mr. Kohler started a fundraiser in mid-December and raised approximately half of the money need to purchase protective vests for the three K-9 partners.  Donations may be sent to Premier Martial Arts, 40 Main Street, East Hartford or Tolland Automotive, 760 Tolland Street, East Hartford.  


2008-2009 Budget Update

Mayor Currey and Michael Walsh, Finance Director, presented the Council with the quarterly report ending December 31, 2008.  Due to a financial downturn in the economy, the Mayor announced, regrettably, that nineteen positions within the town have been eliminated effective February 3rd.   


Youth at Risk Task Force Update

Marc Bassos, Youth at Risk Task Force Coordinator, and Cephus Nolen, Director of Youth Services, gave the Town Council a brief summary on the evaluation process for recognizing children at risk.  The Council asked for an additional update in the next three months.


Notification of Required Transfer of Other Post Employment Benefits Trust Funds

Chair Kehoe announced that, per Section 10-52 of the Town of East Hartford Code of
Ordinances, the Administration notified the Council of the transfer of monies
from Fund Balance to the Retiree Benefit Trust Fund to cover the future cost of retirees’
health care benefits.

Outdoor Amusement Permit Application: 4th Annual Abelon Memorial Pan-Can Walk

                to approve the outdoor amusement permit application to hold the 4th
Annual Abelon Memorial Pan-Can Walk on Saturday, May 16, 2009 from
8AM to 12PM at the Connecticut international Baccalaureate Academy on
857 Forbes Street, subject to compliance with adopted codes and
regulations of the State of Connecticut, the Town of East Hartford, and any
other stipulations required by the Town of East Hartford or its agencies;
and to waive the associated permit fees for this application.

East Hartford Flood Protection System:

Project Update

Denise Horan, Town Engineer, introduced Jim Nickerson and Tom Kahl, representatives of GEI Consultants, the engineers hired by the town to assist with the town’s Provisionally Accredited Levee (PAL).  Mr. Nickerson and Mr. Kahl provided the Council with a power-point presentation on the advancements made in repairing the town’s dikes.

Transfer of Department of Environmental Protection Grant Funds

No action taken at this time.

Bid Waiver: Construction Administration/Inspection Services

                to waive the bidding requirements of Town Ordinance Section 10-7(b)
and authorize the Administration to utilize the quality-based system
outlined in a January 13, 2009 memorandum from Nick Casparino, Civil
Engineer, to Melody A. Currey, Mayor, as a process for hiring a consultant
firm for construction administration and inspection services related to the
Flood Protection Rehabilitation Project, such waiver being in the best
interests of the Town as it will expedite the construction projects necessary
to secure Federal Emergency Management Agency accreditation of the
East Hartford Flood Protection System.

OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION

Don Pitkin (1) thanked the Mayor for fixing the access button for disabled persons on the south side of the building; (2) asked for the update on the Main Street redevelopment plan; (3) inquired on the timeframe for razing the buildings on the DePietro property at the Forbes Street/Silver Lane area; (4) asked for an approximate number of disabled residents that request a meeting with the Mayor; (5) asked that the Mayor request all departments return unspent or unencumbered monies to the Administration.

Marcia Leclerc (1) asked what is the timeframe for the passage of the economic stimulus package that was presented to the federal government through the State of Connecticut; (2) requested an update on businesses in town complying with the recently passed Sexually Oriented Business ordinance.

Bill Horan suggested that Bob Kenary, a former East Hartford police commander, come forward at a future Council meeting to speak on child safety.
